Potter was chosen because of his vast experience in both the government and industry. He served as the Identity Services Branch (ISB) Deputy Assistant Director at the U.S. Visitor and Immigrant Status Indicator Technology (US-VISIT) program and was US-VISIT's Biometrics

Systems Program Manager for a number of years, responsible for the management and oversight of one of the largest biometrics systems in the world. Today Potter is the vice president of L-3 NSS' Global Solutions Sector and leads all L-3 NSS Border Security and Biometrics programs.

"I am very pleased to chair SIBA, which has rapidly established itself as the leading resource to proactively create awareness and promote the value of identity technologies and biometric solutions to enhance the security of individuals as well as organizations and the government," said Potter. "I look forward to working with SIBA CEO Janice Kephart and the board to continue the significant progress the association has made," he added.

Potter takes over as Chairman from former Animetrics CEO Paul Schuepp who served with outstanding leadership in the formative stages of SIBA. Schuepp said, "I believe strongly in the SIBA mission, and am very proud of how far SIBA has come in a short while. With persistence, strategic vision and credibility, SIBA is already well-respected by government, the private sector, and the media. I am so pleased with how serious our work is valued."

Recently CEO Kephart was asked to testify before the Senate Homeland Security Committee on a key biometric border issue. In addition, SIBA is galvanizing industry-leading companies and trade associations to come together to address core federal government biometric challenges.

The SIBA board continues to attract proven expertise in identity management and biometric solutions, high technology government relations and commercialization, and the defense, intelligence and homeland security communities both domestically and overseas.

"When we began on this journey to create an organization that was as cutting-edge and game-changing as the identity solutions SIBA sought to represent, we never imagined the exceptional growth and quality of membership we would have," said Kephart. "I look forward to working with Mr. Potter, our Board and our growing membership to expand our presence in the identity market," she added.

In addition to Chairman Troy Potter, SIBA board members are:
Jim Annulis, President and CEO, ProQual-I.T., Inc.
Ernest Baynard, President, Meridian Hill Strategies Inc.
Michael Dougherty, Director of Law Enforcement Solutions, Raytheon
Michael Petrov, Managing Director North America, Vision-Box
Lester Quintana, Senior Vice President, Cellucci Associates
Catherine Renner-Amachree, DC Head of Operations and Business Development, Abanacle Corp.
Paul Schuepp, former President and CEO, Animetrics

"With the increasing threats of transnational organized crime and global terrorism, effective public – private sector collaboration is essential to strengthen our border security and public safety," said Celeste Thomasson, CEO and President of MorphoTrak. MorphoTrak is one of the newest members of SIBA. "We look forward to engaging in this collaboration with SIBA via its Air Entry and Exit Working Group and other activities. We continuously strive to strengthen our biometric and identity management solutions to address the ever-evolving challenges of homeland security," Thomasson added.
